HeatSpring's National Flagger Certification Training is built on the same federal standard every state flagging program starts from. Some states layer their own rules on top, such as a state-issued card, an approved-provider list, or an in-person skills check. This article explains why our training should satisfy those states, and what happens in the event it doesn't.
Why our training should meet state requirements
Flagging rules across the U.S. trace back to two federal sources, and this course is built directly on both.
- OSHA 29 CFR 1926.201(a). OSHA requires flaggers and their signaling methods to follow Part 6 of the Manual on Uniform Traffic Control Devices (MUTCD). Our course is fully compliant with this standard.
- MUTCD Part 6. Every state is required by federal regulation (23 CFR 655.603) to adopt the national MUTCD or a state manual in substantial conformance with it. A state's flagging rules may add detail, yet the core practices match the national standard taught here.
- Complete coverage of the flagger role. Learners study Section 6D.01 qualifications, high-visibility apparel, STOP/SLOW paddle specifications, signaling methods, station positioning, one-lane two-way traffic control, and emergency response, then complete a practice exam.
- Verifiable proof of training. Learners earn a certificate of completion that employers and agencies can verify.
OSHA does not issue flagger certifications itself, so employers are still responsible for confirming a flagger is ready for field work.
Check your state's requirements
Before you enroll, we recommend contacting your employer or your state's Department of Transportation (DOT). Ask whether they accept national, online flagger training and whether any extra steps apply, such as a state application or a hands-on evaluation.
Our acceptance guarantee
We stand behind this training. Should your state decline to accept your HeatSpring flagger certificate, we will refund the full cost of the course.
To request a refund:
- Get written confirmation from your state DOT that the certificate is not accepted, along with the reason. An email or letter from the agency works.
- Send that documentation to Support@HeatSpring.com with the name and email on your HeatSpring account.
- Once we review your proof, we'll process a refund of your course purchase price.
